As Pakistan controlled the escalation ladder and time & space between 26th February and 27th by decisive dominance, Indian reaction was not surprising that instead of conceding and accepting the loss, they started to build a narrative against Pakistan’s, allegedly, use of F-16 aircrafts and officially claimed that an F-16 was downed by WC Abhinandan’s MiG-21. As a proof they showed an AMRAAM piece which was refuted immediately. Later, Foreign Policy Magazine shoot down Indian claim of downing a Pakistani F-16 and DG ISPR hammered the last nail in Indian claims coffin by showing the MiG-21’s all intact missiles.

Keeping aside the way Indian Air Force was used as a tool for BJP’s xenophobic and jingoistic Election propaganda that Modi is the only Messiah who has come to succor Indian nation against the threat of “bleeding India with thousand cuts”, question is, as to why India is so keen to prove that F-16s were used and downed as well? Funny, it seemed that India wanted to go on war with Pakistan at its own terms, dictating Pakistan as to which equipment was supposed to be used against her and which could not. Is the claim of downing a Pakistani F-16 really, just, to salvage the lost pride in front of domestic audience or there is a ‘method in this madness’ to keep Pakistan deprived of technology and advanced defense equipment by crying ‘foul’? I believe in later.

Let’s discuss the historic perspective on India’s harping on same string in front of USA about use of her arms against Pakistan. Indian concerns (read: propaganda) regarding Pakistan receiving American weapons is not a recent phenomenon. This has been an essential part of India’s foreign policy, for decades.

When M.C Chagla was appointed as Indian Ambassador to US in 1958, his one of the major tasks was to convince US government to put an embargo on weapon sale to Pakistan. Reminiscing his duties as ambassador, he writes in his Autobiography, Roses In December,

And I would have to point out the dire consequences of the policy pursued by the United States in entering into a defence pact with Pakistan and supplying arms to her, something that only resulted in neutralizing the effect of the economic aid which the United States was giving us, since the supply of arms to Pakistan compelled us to spend more on our own armaments, in fact to enter into a regular arms race with that country. For although the arms had been supplied by the United States to Pakistan on the clear understanding that these were only intended to be used in the fight against communism, Pakistan had made it clear that if the necessity arose she would not hesitate to use them against India.

At another instance, MC Chagla elaborates the same Indian rhetoric or position on Pakistan’s arms pact with US.

“The usual questions about India and Pakistan were asked, and my answer was that it largely depended upon American policy whether normal relations prevailed between India and Pakistan. “If you will only realize what the real consequences of military aid to Pakistan are, you will start thinking afresh about the question. It is not only I who say this, but some of your most eminent thinkers have said it. Mr. Harriman calls it starting a race of armaments between India and Pakistan.’ Lippmann has been saying the same thing. Therefore it is up to you, and the press here, to realize the importance of reducing tension between India and Pakistan.”

When Mr. Durga Das, a diarist, in his book criticized Mc Chagla that he made speeches against Pakistan in order to gain publicity for himself, Chagla refuted him in his autobiography in these words,

With regard to my speeches about Pakistan, Mr. Durga Das forgets that one of the main objects of my mission in the United States was to explain to the Americans the nature of Indo-Pak relations, and to show the harm that the American Government was causing by a continuous supply of arms to Pakistan.

Later MC Chagla was made Minister of External Affairs in November 1966. He served at this position till September 1967. During this tenure whenever he had to deal with Pakistani affairs, he took up the issue of US arms being sold to Pakistan. While recalling his ‘Pakistan Policy’, in his autobiography, Chagla emphasized on US arms sale to Pakistan, criticized US policies with regards to Pakistan, Chinese Threat and Pakistan potentially falling into Chinese orbit, as below:

Throughout this period there was considerable anxiety, both in Parliament and in public about the decision of the United States to resume arms supplies to Pakistan. It is really difficult to understand U.S. policy with regard to Pakistan. It makes no sense on any rational consideration. The U.S. knew that Pakistan had used American arms against India in the 1965 conflict. It also knew or ought to know that a strong democratic India is essential for peace in this part of the world, and also to help guard against the Chinese threat. She realizes that the arming of Pakistan must result in an arms race between the two countries. And while America was giving considerable economic aid to our country, it was at the same time taking action which cannot but compel us to divert a considerable part of our revenues from nation-building activities to defence purposes. It seems to me that there are two reasons underlying American policy, both of which are untenable. In the first place, America wants to balance India s strength by having a strong Pakistan as a neighbour. But this balancing theory has never worked, and can never work. India with her tremendous resources and enormous potentialities, with a large population and area, must always be stronger than her neighbour. The second reason is to prevent Pakistan edging nearer and nearer the Chinese, and finally falling into China’s orbit. It is difficult to understand how the Chinese embrace of Pakistan could be closer or tighter than it already is, or indeed how the two can be wholly driven apart. Sino-Pakistan relations are governed by geography and the logic of power politics. The enemy of my enemy is my friend. Pakistan wants Chinese friendship as much as she wants American or Russian friendship. She also plays a balancing game of her own. As long as Pakistan insists on regarding India as her enemy, so long would she be compelled to have a special relationship with China. This is common sense.        We made strong representations to the United States on the resumption of arms aid and we also pointed out that the arms supplied by America to her allies, particularly Turkey and Iran, were also being transferred to Pakistan. But our protests were of no avail, and the usual unsatisfactory assurances were given which were not worth the paper on which they were recorded.

Even when Mr. Chagla, visited Iran, he took up the issue of arms being sold to Pakistan. He pens down:

…When I met the Foreign Minister we discussed the question of arms aid to Pakistan. As this became a matter of considerable controversy afterwards…

Humiliated and surprised by the Pakistan’s “Operation Swift Retort”, Modi was trying to regain some face saving when he spoke at the award ceremony for the Shanti Swarup Bhatnagar Prize for Science and Technology in New Delhi and quipped that a “pilot project” was over and “real project” would be conducted now. What exactly was the “pilot project” and which real project is going to be conducted now, would be the subject matter of concerned and ‘subject matter’ experts would definitely be pondering upon, however, one can infer from India’s foreign policy objectives, as per veteran (late) Mr. Chagla, that one of the projects of putting a ban on US arms’ sale to Pakistan has been achieved, already. The project of selling India’s democracy as essential to world’s peace and China as threat seems not to be working, for now, since BRI has become the biggest club of the world’s collective wisdom after UNO and Pakistan is already in Chinese orbit.

Referring to the post 27 February 2019 statements from Indian Airforce regarding Pakistan’s use of F-16 and false claims of even downing the same contain such a stark similarity with the ones referred to as part of duty of Indian Ambassador in 1958. This only shows that it has been one of India’s Foreign Policy’s objectives to raise fingers on arms sale to Pakistan and it has been successful in it since Pakistan is not a ‘preferred’ customer of American weapons, anymore. This might have not been possible without India’s continuous lobbying against Pakistan in Washington.

India’s one of the next goals is to become permanent member of UNSC and has continuously been lobbying for that for decades now. Pakistan’s Foreign Office has an uphill task in front of it.

Brief History – Impact of Indian Foreign Policy on Pak-US Military Relations

At this moment Imran Khan stands at the verge of losing all his gains which he got in the past half a decade (since 30 October 2011). Why do I think that he is going to lose this battle with PMLN, will elaborate in the coming passage.

Currently Imran Khan has called for a Lock-down of Islamabad till Nawaz Sharif doesn’t present himself for accountability or resigns amidst the uproar and upheaval of Panama Paper Leaks. But did it all start only after Panama Papers were leaked? The answer is NO. Imran Khan has been on the roads since 2013 elections. In 2014 when Imran Khan was staging a sit-in in Islamabad he gave the slogan of Go-Nawaz-Go to the nation, implying that he won’t return till he has resignation of the Prime Minister in his hands. Then the sky witnessed that none of the skies fell on PMLN leadership.

Coming to the point, what is/ are the reason of Imran Khan’s failure? We will try to learn point-by-point.

  1. PMLN’s vicious media campaign against Imran Khan and using channels and newspapers constantly rant against him. Media is used, as always, to instill one thing in the minds of a common man that there is no hero or a leader. The other person is just like a common man. He is also corrupt just like other politicians and that is what PMLN has exploited insofar as Imran Khan’s so called charisma was concerned. Such aspersions as his drug taking habits etc. has done the damage.
  2. PMLN’s continuous advertisements in the Urdu and English papers about so called economic revolution despite the fact that Pakistan’s economy has been in perils since PMLN has taken over. But a common man whose biggest worry is to make both ends meet has no time to ponder on it. He sees ads, some concrete and mortar on the roads and takes such ads as truth and moves on.
  3. Extensive Social media bashing and abusing by PMLN’s social media cell which starts and ends at vituperation while maintaining constant stance that PTI people do abuses. In fact this is the culture of Punjab and other parts of the country that no one can comment on the political situation without using an abusive word. Again, the way PMLN social media cell has taken the culture of abuses to the next level while they compare N League’s thirty five years rule on sixty percent of Pakistan with PTI’s Three Years government in KPK is something really substantial. A common man using Twitter and Facebook considers blatant lies and rants of PMLN’s social media cell as a source of enjoyment and even those decisions taken by PTI in good faith are made a joke on such forums.
  4. Corruption is a culture in Pakistan and when PTI talks about ending corruption and starting a campaign against such evils, there starts a comparison by renowned journalists (while they pose to maintain their neutrality) with PTI’s government and it is proved that PTI is as much as corrupt as any other party.
  5. PTI has been emanated as the biggest right wing party in Pakistan. It is such decisions as sending the Women Protection Bill to Council of Islamic Ideology, giving aid to those denominational institutions which are considered as nurseries of Taliban had a backlash from progressive communities of the country. Imran Khan still maintains that Taliban fighting against Afghan Government are freedom fighters and suicide attacks are a reaction to the drone attacks etc. This kind of attitude has made the people of liberal approach keep a safe distance from PTI. Although PMLN is also a right wing party but the PTI is more at receiving end of insinuation since it was considered a party with liberal approach. Furthermore, when people like Orya Maqbool Jan are seen toeing the PTI’s line and inciting the people towards defiance and violence against police, people usually distant themselves from such activities.
  6. Imran Khan is short of vocabulary and thoughts. People are fed-up of his same speech (read: rhetoric).
  7. As claimed before elections, PTI has remained unable to do wonders in terms of development although the foundation stones of police reforms and law making has been setup will have long lasting effect but, I repeat, people want to see some red color busses, concrete and roads.
  8. There is a strong perception built among a common man that behind PTI there is establishment, which is taken as matter of abhorrence by intelligentsia.
  9. It seems that Imran khan has been unable to read through the geopolitical situation of Pakistan where Pakistan has been made to stand in the court to answer about anything and everything. Imran Khan also seems totally indifferent to the Kashmir cause, Indian atrocities and he has no idea that because of him Pakistan has been lagging behind lobbying at an international forum. He has just one point agenda to get rid of Nawaz Sharif on the roads because he is corrupt. He also knows, since Nawaz Sharif has strong hold in whole Punjab it is near to impossible to defeat him in elections.
  10. Last but not least, this time Imran Khan has made a big mistake by announcing locking down the capital which is never accepted by any state and establishment. Courtesy his antagonistic approaches, his journey from a real political leader to a demagogue has been cut short. Still one can hope that he succeeds in this fight against corruption.

One can write infinite reason as to why Imran Khan’s whole agitation against drone attacks till election rigging and till corruption of Nawaz Sharif is a failure but the main reason still holds good that Pakistani nation (mostly Punjab) don’t do agitation against oppressors. This is their history. Zulfiqar Ali Bhutto once said that if any harm is done to him Himalayas will cry. Rest is history.

Now a days, people from all school of thoughts are discussing the issue of Afghan Immigrants being asked to leave Pakistan by 31st December 2016. Some people argue that it shall be benign to keep Afghans here in the country and others see Afghans as a security threat. But by doing so, they tend to see the picture in either black or white.

The group who favors keeping them in Pakistan, totally forget the issues associated with keeping them here in the country which involve security mainly and then social issues like narcotics, smuggling, robberies and kidnapping for ransom etc. While advocating for keeping them here in the country they usually rely on expounding lower level benefits they bring about. For example an afghan working in fields of a small scale farmer. Other than that they give examples for history as to how ancient tribal people used to open the doors for immigrants.

On the other hand, the group who opposes the extended residency of Afghans here in the country don’t usually seems concerned about finding a way to harness the expertise of skilled, unskilled and (or) semi-skilled labor for boosting country’s economy and generating new opportunities in order to exploit the opportunity of availability of cheap labor.

We are living in the twenty first century which is governed by free trade agreements. All developing countries are doing is to create such a business friendly environment as governed by universal labor laws in order to attract multinational companies to set up their business there so that more jobs are created and manpower is utilized for the betterment. In a broader canvas, the developed countries like Australia, Canada and USA, import skilled or semi-skilled manpower from other countries which in return serve their economy. One country’s brain drain becomes brain of other country.

Taking about Pakistan, there is no official policy to curb brain drain or increase brain gain. One can just go through the official website of Directorate General of Immigration and Passports to know that Pakistan is still living in past century where one is Pakistani either by birth or by migration of by descent. The language used on this website page is also vague and doesn’t provide any information about migrants (like Afghan Migrants) and those kids who are born to a migrant in Pakistan as to how can they apply for Pakistani citizenship. However, under Citizen By Birth clause the official website doesn’t forget to specify that children of enemy born in Pakistan are not considered citizens without paying heed to defining as to who is enemy. Do we consider Afghan as an enemy state or friendly state? The word enemy is specific to only one country? If officially we talk about enemies it begs the same question about friendly state(s) and what is the fate of children of friendly aliens born in Pakistan? All of the verbose in those website is so confusing.

In all of the developed or developing world there are some rules and regulations set regarding immigration. Countries like Canada and Australia rely on the efficacy of points based system in which a person has to prove him/herself fit for job, security clearance and qualification etc and after residing in such countries for up to five years one can get the citizenship. These countries also give opportunity to provinces to carry out provincial nominees and other such programs so that if a province feels that there is shortage of manpower, it can seek from outer world. In Pakistan we can see that a child of Afghan descent born in Pakistan cannot apply for Pakistani citizenship.

If a migrant is having business here in Pakistan or doing a job, he/she must be entertained with respect and given full opportunity to prove themselves and after a prescribed time frame given Pakistan citizenship with due process which includes security clearance, education background and (or) worth of business etc. In this way they will come in the mainstream and Pakistan will commence brain gain.

It is high time that we open our doors and follow the norms as in place in other countries which must include but not limited to:

  1. Right to apply for citizenship of Afghans or other migrants, subject to such security clearance or skills or qualification as deemed necessary by the state.
  2. Right given to provinces to nominate immigrant applications.
  3. A change in federal immigration policy with a view of brain gain and lucrative opportunities for foreign resident Pakistanis
  4. Repealing of rule to not grant immigration to a person married to Pakistani woman

Just giving deadlines to leave the country to those who were born here and have been living in the country for almost three decades now is not only inhumane but also doesn’t conform to the international laws and regulations governing migrants. State always has the right to deport or cancel the passports of those who are considered security threat.

It was 29th of February, when I woke up with the news of hanging of Malik Mumtaz Hussain Qadri. Though; I believe that there must be moratorium on capital punishment in Pakistan, where the justice system is not comparatively transparent as compared with other nations and that he must  have been interned for life, at maximum but let bygones be bygones. Now the point is, what is next?

International media has already started praising PMLN government for the paradigm shift from conservative right wing party to a liberal democratic party. But is this praise enough when in Pakistan itself there are hundreds of thousands of people come on roads of Rawalpindi to bid farewell to Mumtaz Qadri and all religious parties’ leaders attend the same. Doesn’t this mean that multitude is against hanging of Mumtaz Qadri? Since, they are planning for bigger demonstrations on Qadri’s chehlum and such practices seem to be continued for days to come. Recently when Nawaz Sharif was in Saudi Arabia, people chanted slogans in favour of Qadri in the presence of Chief of Army Staff. We witnessed the same thing happening at Karachi Airport with Pervaiz Rasheed. Let us not talk about the formidable situation when there will be Qadri’s mausoleum built etc for the moment since he is being considered now as a protagonist of the holy cause.

What we see now is a mere statement from Minister for Broadcasting Mr. Pervaiz Rasheed and rest there is death silence in the chambers of state as to why this hanging was necessary. It is the high time that state must tell the nation as to what crimes did Mumtaz Qadri commit. Right now there is an upheaval, though somehow silent, being built in the common man that state has murdered Mr. Qadri unlawfully, which must not be ignored. Almost every day we see the page long advertisements of PMLN’s so called achievements on securing loans till laying foundation stones of some projects or even approving some project but after the hanging of Mr. Qadri we didn’t see any advertisement or write up and any of the vernaculars, educating nation about the nature of crime(s) Qadri committed. State must take such measures as to build an opinion of the common man, educating the nation that nobody is above law and it is not under jurisdiction of  common citizens to be prosecutor, judge, jury, appellate court and executioner by themselves. It is only state’s responsibility to do so. Otherwise the chaos is imminent. State must take such measure to curb the situation right now and this would be the next step towards a plural democratic state after 21st amendment.

Secondly, it is the time when the role of Council of Islamic Ideology (CII) is limited by state. If it is necessary to keep CII (since, parliament is enough for lawmaking), the role must (only) be to advise as to how the laws can be made Shariah compliant with today’s scientific world and that also upon request of elected representatives only. There must be reserved seats for scientists and civil activists so that head of the constitutional body doesn’t show ignorance towards scientific research.

If state won’t act by itself, it is bound to act on behest of those powers who shape the world and ultimately lead the world. Pakistan was not formed to be a parasite and rely on others’ policies. It has to lead show to the world its own culture, own laws which have oozed from this very land as a result of five thousand years of rich history and civilization. It has to evolve towards pluralistic democracy so that we must have something to offer to the world. Which we currently lack.

Everywhere on the Pakistani TV channels (read: News Channels since the only channels snatching ratings are news channels only and there no proper entertainment, science, kids specific channels operate here) and going frenzy over the defeat of PTI. PTI lost in punjab, PTI lost in Karachi and PTI lost here abd PTI lost there. It seems that there is a competition going on between Waseem Badamis and Tallat Hussains and Saleem Safis of our ‘news’ channels as to who can prove ‘better’ that PTI is just another political party of status quo. The new addition is Dr. (?) Amir Liaquat Hussain who is on the channels to crack corny jokes on the defeat of PTI in Karachi.

The local body elections were supposed to be a serious business of the state insofar as democracy is concerned but to much dismay the so called anchors have made it a joke. While hosting a show at ARY News, sometimes Amir Liaquat Hussain was seen making fun of Imran Khan and sometimes PTI partisans were termed as burgers and whole lot of anchors was laughing like kids whereas PTI representative Miss Naz Baloch was like lone warrior in between a patriarchal gathering!

Enough with prologue! The point I want to make here is that none of the so called anchors and intelligentsia raised the questions like,as to why the people, again went to elect those scoundrels:

  1.  Under whose rule they had seen Karachi transforming from city of lights to a city of garbage, filth and trash on roads.
  2. Under whose governments there was and is target killing sky rocketing.
  3. Whose governments facilitated the corruption to flourish.
  4. Who became proprietors of land and water Mafia.
  5. Who made the city a free for all city.
  6. Who made the rule of law a joke. You can kill someone and get away with it easily and it remains just another day for the state.
  7. Who didn’t allow mass transit projects t be executed in the largest city of Pakistan.

Yes, this was a victory day for PPPP and MQM! People are happy and anchors are happy that PTI has lost! It isn’t not PTI who has lost, it is the fate of Karachi who has lost. These anchors and media people don’t know what crime they are committing by instilling misoneism in the hearts of common Pakistani who has been deprived of its basic human rights like food, education, transport, and health and yet again by constant propaganda against PTI they have succeeded in proving that PTI is just another party. Since it was impossible for them to prove that PTI was better than other parties they thought it easy to prove this party like any other party and in this scenario they coerced this party to commit blunders as well.

Well congratulations Pakistan and Pakistani media’s Waseem Badamis you have succeeded by defeating the hope.

We are already 100 years behind the civilised world! Let it be 100 more years! Langras and Paharis and Saulat Mirzas in Karachi and Bhuttos and Zardars in Sind and sharifs in Punjab are there to rule you for the next 100 more years where

  1. Ishaq Dar will ensure that FDI becomes all time low or infitissimal and based on loans from IMF he will announce that foreign reserves have been increased
  2. Nawaz Sharif will ensure that show case projects like some flyovers and concrete and mortar and steel is up there to fool the nation and hospitals kids will keep on dying due to lack of food
  3. Bhuttos and Zardaris will ensure that interior Sind remains as backward as Stone Age
  4. Karachi will keep on witnessing first filth and grab age along with as old and poor transport infrastructure as that of sixteenth century!

Hail the Pakistani media and Pakistani nation you succeeded in your agenda!
